Resumen
Una generación de jóvenes ha crecido y otras están creciendo bajo los efectos del uso sin limitación de la telefonía móvil denominada inteligente. Hay evidencia científica de que esas tecnologías afectan a la educación de forma grave y consistente pero no existe aún una alarma social que exija de los poderes públicos regulaciones coherentes con el nivel de daño ya detectado, singularmente porque los poderes públicos ignoran en amplia medida lo que las neurociencias han descubierto sobre cómo estas tecnologías afectan a la conducta humana, en especial de los menores y jóvenes. Es preciso desarrollar previsiones constitucionales fundamentales silentes, como la limitación del uso de la informática para proteger precisamente la educación, la dignidad y la formación de estos ya que son las principales víctimas de unas herramientas tecnológicas que se han demostrado corrosivas de la atención, generadoras de aislamiento y retracción social, adictivas, potenciadoras del narcisismo y destructoras de categorías y vínculos sociales esenciales para un desarrollo correcto y sano de nuestra naturaleza humana. En este estudio tratamos de describir el problema y proponer algunas líneas de acción para la resolución compleja de un drama social que se ha generado por no haber sabido administrar racionalmente una poderosa herramienta tecnológica que actúa como una droga sensorial.
A generation of young people has grown up and others are growing up under the effects of the unlimited use of so-called smart mobile telephony. There is scientific evidence that these technologies seriously and consistently affect education, but there is still no social alarm that demands regulations from the public powers that are consistent with the level of damage already detected, particularly because the public powers largely ignore what Neurosciences have discovered how these technologies affect human behavior, especially minors and young people. It is necessary to develop silent fundamental constitutional provisions, such as the limitation of the use of information technology to precisely protect their education, dignity and training, since they are the main victims of technological tools that have been shown to corrode attention, generate isolation and social withdrawal, addictive, enhancers of narcissism and destroyer of categories and social bonds essential for a correct and healthy development of our human nature. In this study we try to describe the problem and propose some lines of action for the complex resolution of a social drama that has been generated by not knowing how to rationally manage a powerful technological tool that acts as a sensory drug.
