Resumen
El estudio realizado para este Trabajo de Fin de Máster analiza la importancia de la inclusión de los servicios de orientación laboral dentro de los servicios públicos de empleo, facilitando un servicio accesible y continuo para toda la población.
Por otro lado, el orientador debe acompañar y facilitar al usuario su acceso al mercado laboral, dotándolo de las herramientas y competencias requeridas actualmente por las empresas y acorde a sus objetivos y proyecto profesional personal. En definitiva, la orientación profesional debe ocupar un puesto prioritario en las políticas activas de empleo, que además están respaldadas por la Unión Europea.
En este escenario, desde enero de 2021 se han incorporado a las oficinas de empleo de Canarias un total de 158 orientadores que a su vez forman parte de la llamada “Red 3000”, nombre que se deriva de la red de 3000 orientadores que se pretende implantar en toda España, con formación especializada y amplia experiencia en el puesto. Hasta ese momento, la orientación era realizada de forma discontinua por entidades que colaboraban con el servicio canario de empleo, dependientes de una subvención para llevar a cabo el servicio y con duración limitada.
Con este estudio se pretende explorar, a través de los indicadores de empleo y la propia percepción de estos orientadores, si existe una tendencia hacia una mejora en el servicio de orientación con esta incorporación de personal, aumentando la satisfacción de los usuarios y por otra parte, si ha influido en la mejora de las tasas de empleo, sobre todo en las del colectivo joven y de desempleados de larga duración, con la finalidad de que desde la administración pública mantenga dicho servicio, pues según el plan previsto darán por finalizado en diciembre de 2025.
The study carried out for this Master's Thesis analyses the importance of including career guidance services within public employment services, facilitating an accessible and continuous service for the entire population. On the other hand, the guidance counsellor must accompany and facilitate the user's access to the labour market, providing them with the tools and skills currently required by companies and in accordance with their objectives and personal professional project. In short, professional guidance must occupy a priority position in active employment policies, which are also supported by the European Union. In this scenario, since January 2021, a total of 158 guidance counsellors have joined the employment offices of the Canary Islands who, in turn, are part of the so-called "Red 3000", a name derived from the network of 3000 guidance counsellors that is intended to be implemented throughout Spain, with specialized training and extensive experience in the position. Until then, guidance was carried out discontinuously by entities that collaborated with the Canary Islands employment service, dependent on a subsidy to carry out the service and with a limited duration. This study aims to explore whether there is a trend, through employment indicators and the perception of these counselors, towards an improvement in the guidance service with this incorporation of personnel, increasing user satisfaction and, on the other hand, whether it has influenced the improvement of employment rates, especially in those of the young group and the long-term unemployed, with the aim of ensuring that the public administration maintains said service, since according to the planned plan it will end in December 2025.
