Instead of the familiar mix of oil and corruption, the year’s main stories were propelled by a new combination of gas and anti-corruption campaigns. After the cabinet reshuffle following the elections held late in 2022, the vice-president, Teodoro Nguema Obiang Mangue, widely known as Teodorín and for being found guilty of embezzlement in various courts abroad in the past, led the charge against the ‘corrupt’ local elites. In Malabo, Moscow, and Minsk in the second half of the year, five meetings took place between the country’s leadership – either President Teodoro Obiang Nguema Mbasogo or Teodorín – and Russia’s President Putin or Belarussia’s President Lukashenko. This helped to drown out the attention being given (by the European Parliament and UN bodies) to the persecution and kidnapping of prominent political exiles, including those with Spanish citizenship. In major oil news, ExxonMobil finally revealed its exit plans in October and began to transfer its full stake and assets in the famed Zafiro site to state-owned GEPetrol. The scrapping of the Zafiro floating production storage and offloading (FPSO) unit after an explosion on the offloading vessel late last year had disconnected dozens of wells for months and directly resulted in the second-worst plunge of GDP in decades. Teodorín’s firm grip on power bolstered expectations of authoritarian stability and apparently convinced Marathon Oil and Chevron to expand investment in and production of LNG, the new hydrocarbon backbone of the country.
